I believe the Warden is an amalgamation of spirits from an ancient period. The Ancient City resembles an Aztec or Mayan empire. To piece it all together, ancient people lived happily in the ancient city, but they would all perish in some type of event, most likely by ancient pillagers who would steal their valuables. In present day, the city would become more of a burial ground for those fallen people. If the next person who stumbles across this try to loot the city, the spirits would merge and form the Warden with skulk and human remains to protect the city and its treasure.

Hear me out Minecraft. Those first two warden ideas are AMAZING. I would absolutely love a separate difficulty called “spooky” or some other word that allows both of them to spawn. So players who don’t want such a horror experience can toggle it on and off.
